Established in 2002, the Ministry of Information and Communications Technology [MoICT] is at the heart of the Kingdom's transformation into a knowledge based economy that contributes to the socio-economic development of the Kingdom. MoICT is the policy maker of information technology, telecommunications, and post in Jordan. The ministry's policy calls for market liberalization, ending monopoly and withdrawal of the government from its majority ownership position in telecom & postal operators and public-private partnerships.

MoICT fosters ICT initiatives that promote the adoption of ICT by all segments of the society and stimulate local and foreign investments. The government's commitment to ICT as a catalyst to development, particularly through e-learning and e-government, is creating business opportunities.

The Telecommunications Regulatory Commission (TRC) was established by means of the Telecommunications Law No. 13 of 1995, and its amending temporary law No. 8 of 2002 as an independent jurisdictional body tasked with regulating the telecommunications and information technology sectors.

In fulfillment of the provisions of the Postal Services Law No. 34 of 2007. Also TRC started to take responsibility for regulating the postal sector in the Kingdom and monitoring all postal service providers and their compliance with the law.

In accordance with the Telecommunications Law, TRC is tasked with "regulating the telecommunications and information technology services in the Kingdom in compliance with the stated policy to guarantee the provision of high-standard ICT services to end user at reasonable prices, and in such a manner as to ensure optimum performance in the ICT sector."

As stipulated in the Telecommunications Law, TRC performs its duties independently of the Ministry of Telecommunications and Information Technology, but in compliance with the general policy of the government.

The National Information Technology Centre was established in 2003 in accordance with the temporary law No. (81) for 2003 entitled "Deployment of Information Technology Resources in Government Organization Law". The main objective of the Centre is to participate in implementing the national strategy, plans and programs that are related to the deployment of information technology resources in government organizations and to establish and manage an integrated and comprehensive information system at the national level by linking the various organizations in the public sector to a national network. The network will coordinate efforts to facilitate the provision and accessibility to socio-economic and technological information produced by the public sector to users in both the public and private sectors.

The Ministry of Industry and Trade has been known throughout its long history by different names. It was called The Ministry of Trade, The Ministry of Economy and Trade, and The Ministry of National Economy, until it settled on the name, The Ministry of Industry and Trade since 1975 until now. According to its law number 18 for the year 1998, the Ministry takes on the responsibilities of regulating the industry by type, classifying it, registering it according to an internal regulation, and preparing the programs and studies that work on developing the industry and increasing its competitiveness.

The Ministry also takes on the task of regulating the internal and external trade, monitoring it, and preparing the studies and the agreements that protect the interest of the country and the citizen.

Finally, The Ministry takes upon itself the study of trade and industrial blocs and authorities, Arab and international, recommending to The Council of Ministers ways to deal with them, the feasibility of joining them, and showing their effect on the national economy.

Employment, Technical and Vocational Education and Training (E-TVET) Fund  was established in 2002  but started its operations in 2005, with the aim of supporting all E-TVET Activities, initiatives and  Programs, the development of Various Training Activities in Public and Private Sector as well as Encouraging the Participation of Public and Private Sector in the Training and Education Process. The E-TVET Fund is a critical pillar of the E-TVET Council’s efforts to promote vocational technical skills training and employment opportunities for young men and women with the goal of reducing unemployment and encouraging economic growth in Jordan.

The Fund supports the following services:

1. Training needs of the technical and vocational education and training institutions including equipment, raw material, educational material and staff training wages.

2. Development of technical and vocational training programs within the Private and Public sectors.

3. Training fees for financially incapable Trainees in all vocational and technical education and training institutes. 

4. Awareness and media campaigns that aim at raising awareness among people towards vocational education and training. 

5. Costs of studies and technical committees that are formed by E-TVET Council. 

6. Training needs assessments in local and regional Labor markets. 

7.  Expenditures that meet the objectives of the Fund including salaries of staff.

8. Any other activities proposed by the Fund’s Manager to the Board of Directors and approved by it.
