Consultant Tender: Youth ICT Participation in Southern Jordan

       
     

Scope of Work :–

  1. Background and Context

With the aim of cultivating a supportive ecosystem for ICT employment and growth, the overall objective of the project is to strengthen the capacities of universities, academic institutions, chambers of commerce, business development organizations, incubators, accelerators, shared workspace and private-sector employers to act as catalysts for local and regional economic development.

This scope of work outlines the engagement of an external consultant over a 12-18 month period to support int@j initiative in increasing Youth Participation in the Labor Market with the emphasis towards south of Jordan. The consultant will assist and work alongside leading specialist to ensure high-quality primary research, capacity-building activities and outreach: enabling a conducive environment for ICT opportunities in southern Jordan and equipping vulnerable youth with market-relevant digital and entrepreneurial skills.

  1. Scope & Key tasks
  • Facilitate as a primary contact, sessions and discussions with stakeholders & employers
  • Mapping & Engagement of potential stakeholders & employers
    • Stakeholders include academic institutions, chambers, incubators, training providers, and others
    • Employers include ICT or digital based entities or companies that hire IT professionals for internal departments or support
  • Review secondary research and complement with primary research (surveys, interviews, focus groups) to fill gaps of information or data that is missing on demand and supply including validation
  • Design and capture insights on local community challenges, youth aspirations, and freelance/digital-employment potential.
  • Workshop preparation, logistics, organization and management providing on the ground support
  • Field visits on the ground
  • Weekly reports and communication
  1. Consultant Qualifications
  • Minimum of 5 years of professional experience in ICT capacity-building, digital-skills, research, and/or workforce development
  • Demonstrated track record in designing and executing research studies (quantitative and qualitative) and producing high-quality analytical reports.
  • Established network or firsthand knowledge of stakeholders and employers in southern Jordan’s public and private sectors.
  • Excellent Arabic and English writing, editing, and presentation skills.
  • Strong facilitation skills and experience organizing workshops or multi-stakeholder events.
  • Comply with internal procedures
  1. Engagement
  • It is expected consultant to engage directly  100 – 120 days throughout the period starting immediately
  • Consultant may subcontract or engage an assistant/researcher for specific tasks (e.g., survey administration, logistics), but remains fully responsible for quality and timely delivery
  • Direct coordination with int@j project leading specialist throughout
  1. Submission Instructions
    • Technical Offer: Consultant(s) details, profile/CV, relevant experience, examples of similar projects, methodology outline, and proposed approach
    • Financial Offer: Day rate and estimated total cost based on 100–120 days  including travel to Jordan South Governorates.  Note:  Consultants, as individuals or companies, need to be registered on the national E-Invoicing System (JoFotara)
    • Evaluation: Technical 60% Financial 40%
