Terms of Reference

Leaders International is an international network of local organizations that plans, manages, and monitors innovation and economic development interventions in the region. Through its offices in Brussels, Amman, Tunis and Ramallah, Leaders International provides complete project-management services with a focus on private-sector development, enterprise development, job creation, entrepreneurship, D4D, economic policy dialogue, and tourism value chain development.

Euromed Clusters Forward is a 4-year project funded by the European Union running until 2026. The aim of this project is to empower clusters in the South Mediterranean region by helping them increase their contribution to the economy.

To review and redesign the Information and Communications Technology Association of Jordan – int@j’s portal architecture in order to elevate both int@j’s brand and the broader Jordanian ICT and Digital Sector. The new platform will serve as a dynamic, user-centric hub—delivering timely, engaging industry news; comprehensive company and member listings; and a seamless, personalized member experience. By streamlining content management and enhancing discoverability, the revamped portal will make it significantly easier to promote and showcase Jordan’s entire ICT and digital ecosystem to members and non- members alike.

• Assessment of existing websites/portal (intaj.net, co, ipreach.com)
• Technical Setup Analysis including Inventory current hosting environment, CMS/version, security configurations, backup routines, and performance metrics. Evaluation of Single Sign-On (SSO) integration across portals, including user provisioning and access control.
• Gap Analysis & Detailed Report on technical health, usability issues, content gaps, and infrastructure limitations.
• Recommendations on Technical & Operational Setup noting an optimal future proof architecture and proposing improvements to hosting, content management, integration layers, and security standards. Define user roles, workflows, and support processes for ongoing maintenance.
• Tender Documentation / ToR preparation including drafting the technical specifications section, including required features, third-party integrations, and performance benchmarks. Define evaluation criteria and scoring rubrics for vendor proposals.
• Review& Evaluation of Tender Proposals
• Support, high level, throughout the actual development process and launch
• It is expected review and Tender Documentation package to be completed within maximum 30
• Digital Presence Report & Audit
• Recommendation architecture & technical specifications
• Tender/ Terms of Reference documentation package
• Evaluation& Selection Support
• High level Support throughout development timeframe

• Minimum8-year hands on experience with deep understanding of technical architecture and portal setup & operations
• Digital transformation experience and similar projects with proven track record in Jordan and region
• Strategic& Analytical Skills
• Project Management Experience
• Preferably member of int@j and Jordan presence
