Scope of Work – Consultant TechForward
1. Background and Context
TechForward is an int@j-led initiative designed to close the gap between academic curricula and the rapidly evolving needs of Jordan’s ICT sector. By forging structured partnerships among universities, student teams, and SMEs, the program ensures that theoretical learning is immediately applied to real-world challenges—driving both graduate employability and SME competitiveness. In its pilot phase, TechForward will:
- Support30–40 graduation projects drawn from 2–4 universities
- Matcheach student team with a private-sector partner to co-design and develop solutions
- Embed hands-on mentorship from industry experts, faculty, and entrepreneurship coaches
- Showcaseoutcomes at a final Demo Day to attract investors, partners, and further R&D support
This model responds directly to two pressing needs:
- University Feedback: Academic programs currently offer limited practical exposure, leaving graduates underprepared for complex, technology-driven
- SME Demand: Small and mid-sized companies report insufficient internal R&D capacity and are actively seeking innovative solutions across ICT domains.
Graduation project themes may include, but are not limited to as an example IoT & Embedded Systems, Cybersecurity & Privacy, Mobile & Web Applications, AI & Data Analytics, E-commerce & Digital Retail Storefronts, Digital Marketing & AdTech, Cloud & DevOps, Chatbots and Emerging Tech.
2. Scope & Key tasks
The overall scope is to bridge the gap between academia and the private sector by facilitating collaboration, knowledge exchange, and guided project development. Main tasks include
- ProjectLeadership & Coordination: Plan and oversee all TechForward activities, including kick-off workshops, progress reviews and the final showcase event.
- Stakeholder Engagement: Liaise with universities, faculties, student teams and SME partners; facilitate regular check-ins and feedback sessions.
- Mentorship& Training: Deliver or coordinate technical, entrepreneurial and soft-skills
training modules tailored to project needs.
- QualityAssurance: Ensure all deliverables meet agreed timelines, technical standards and pedagogical objectives.
- Stakeholder& Partner Outreach: Develop and execute a visibility plan
- IP Rights:Establish a clear IP framework that addresses Ownership & Licensing, Commercialization Terms, Faculty & Department Roles, Confidentiality & Publication
- GraduationProject Exhibition: Setup and manage and graduation project exhibition
- Reporting: Producemonthly progress reports, a mid-term evaluation and a comprehensive final report with lessons learned and recommendations.
3. Consultant Qualifications
- Degree(or equivalent) in ICT, Engineering, Business Administration or related field
- Minimum8 years’ experience managing multi-stakeholder tech-innovation or university-industry partnership programs
- Proventrack record in mentorship and SME engagement
- Strongnetwork of corporates and academic institutions locally
- Excellentcommunication, facilitation and reporting skills
- ExcellentArabic and English writing, editing, and presentation
- Strongfacilitation skills and experience organizing workshops or multi-stakeholder
- Complywith internal procedures
4. Engagement
- It is expected consultant to engage immediately to establish university partnerships before semester starts and related graduation projects
- Matchmakingbetween SMEs and Graduate project teams
- Monthlyfollow up with the graduate project teams
- Directcoordination with int@j
5. Submission Instructions
- Technical Offer: Consultant(s) details, profile/CV, relevant experience, examples of similar projects, methodology outline, and proposed approach
- Financial Offer: Day rate / Monthly Rate / Total project RateNote: Consultants, as individuals or companies, need to be registered on the national E-Invoicing System (JoFotara)
- Evaluation:Technical 60% Financial 40%
