Scope of Work – Consultant 

TechForward 

  1. Background and Context 

TechForward is an int@j-led initiative designed to close the gap between academic  curricula and the rapidly evolving needs of Jordan’s ICT sector. By forging structured  partnerships among universities, student teams, and SMEs, the program ensures that  theoretical learning is immediately applied to real-world challenges—driving both graduate  employability and SME competitiveness. In its pilot phase, TechForward will: 

  • Support 30–40 graduation projects drawn from 2–4 universities 
  • Match each student team with a private-sector partner to co-design and develop  solutions 
  • Embed hands-on mentorship from industry experts, faculty, and  entrepreneurship coaches 
  • Showcase outcomes at a final Demo Day to attract investors, partners, and  further R&D support 

This model responds directly to two pressing needs: 

  1. University Feedback: Academic programs currently offer limited practical  exposure, leaving graduates underprepared for complex, technology-driven roles. 2. SME Demand: Small and mid-sized companies report insufficient internal R&D  capacity and are actively seeking innovative solutions across ICT domains. 

Graduation project themes may include, but are not limited to as an example IoT &  Embedded Systems, Cybersecurity & Privacy, Mobile & Web Applications, AI & Data  Analytics, E-commerce & Digital Retail Storefronts, Digital Marketing & AdTech, Cloud &  DevOps, Chatbots and Emerging Tech. 

  1. TechForward Phase I 

Phase I of the program took place between May 2025 and end of Q1 2026 with activities that  included 

– Launch of TechForward 

– Connection & Agreement with Universities 

– Outreach and applications by companies stating their challenges & opportunities – Outreach and applications by University student teams  

– Matchmaking between companies & graduation student teams 

Over 12 participating companies signed up with 14 companies and from them 24 graduation  projects were matched. 

  1. Scope & Key tasks – Phase II 

The overall scope is to continue Phase I activities and enhance by bridging the gap  between academia and the private sector by facilitating collaboration, knowledge  exchange, and guided project development. Main tasks include 

Project Leadership & Coordination: Plan and oversee all TechForward activities,  including kick-off workshops, progress reviews and the final showcase event. Stakeholder Engagement: Liaise with universities, faculties, student teams and SME  partners; facilitate regular check-ins and feedback sessions. 

Increase company project to 30 – 40 with corresponding student teams Quality Assurance: Ensure all deliverables meet agreed timelines, technical standards  and pedagogical objectives. 

Stakeholder & Partner Outreach: Develop and execute a visibility plan  IP Rights: Establish a clear IP framework that addresses Ownership & Licensing,  Commercialization Terms, Faculty & Department Roles, Confidentiality & Publication Graduation Project Exhibition: Setup and manage and graduation project exhibition Reporting: Produce monthly progress reports, a mid-term evaluation and a  comprehensive final report with lessons learned and recommendations. 

  1. Consultant Qualifications 

Degree (or equivalent) in ICT, Engineering, Business Administration or related field Minimum 8 years’ experience managing multi-stakeholder tech-innovation or  university-industry partnership programs 

Proven track record in mentorship and SME engagement 

Strong network of corporates and academic institutions locally 

Excellent communication, facilitation and reporting skills 

Excellent Arabic and English writing, editing, and presentation skills. 

Strong facilitation skills and experience organizing workshops or multi-stakeholder  events. 

Comply with internal procedures 

  1. Engagement 

It is expected consultant to continue engaging immediately to establish and strengthen  existing university partnerships during second semester 

Matchmaking between SMEs and Graduate project teams 

Monthly follow up with the graduate project teams 

Direct coordination with int@j

  1. Submission Instructions 
  • Technical Offer: Consultant(s) details, profile/CV, relevant experience, examples of  similar projects, methodology outline, and proposed approach 
  • Financial Offer: Day rate / Monthly Rate / Total project Rate Note: Consultants, as  individuals or companies, need to be registered on the national E-Invoicing System  (JoFotara). Expected days are 100 – 125 
  • Evaluation: Technical 60% Financial 40% 
  • Deadline: Complete Technical & Financial Offers must be submitted by February 10,  2026 17:00 Amman time Late or incomplete proposals may not be considered
